eBay is surreptitiously strong-arming its users into embracing PayPal despite publicly announcing it has shelved plans to block other payment methods.

Although eBay yesterday backed down on plans to lock out paying by money order, direct bank deposits and cheques, it has not rolled back a recent policy forcing all sellers to at least offer PayPal as one of the payment options.

Sellers are reporting that eBay is systematically deleting auction listings from sellers who state in their item descriptions that they "prefer" to be paid with non-PayPal methods, such as bank deposit.

"They pulled all my listings bar one (which Im sure will be any moment) because I had a bit that said I prefer bank deposit," eBay user attentiondiva wrote on the site's discussion boards before quitting eBay.

In another post attentiondiva said eBay had contacted bidders on her deleted listings advising them not to deal with her.

eBay said this was because the listings violated the site's "Misleading and Discouraging Payments" policy, which prevents sellers from discouraging buyers from using certain payment methods.

Several eBay members have complained to the Australian Competition and Consumer Commission over eBay's actions. ACCC spokeswoman Lin Enright said the regulator was "considering these carefully".

Enright said the ACCC would be concerned over any misrepresentations made by eBay in relation to PayPal and "other conduct which might restrain traders' ability to offer other payment methods".

Many small and medium-sized sellers prefer to avoid using PayPal - which eBay owns - because of customer service issues and the fact it charges them a fee for each transaction.

On eBay's website, much of the written material conveys the message that payment methods other than PayPal are not safe and do not have appropriate fraud protections.

But the ACCC wrote in a draft notice on the issue last month: "The evidence available does not support the view that PayPal is the most secure method of payment or offers the best service for all transactions."

Further, when buyers win an auction and go through the checkout process to pay, they are presented with a large PayPal logo that fills much of the screen. Buyers have to scroll down to find a small link at the bottom for "other payment methods".

eBay user Maureen Chuck said buyers were being "misled into thinking that PayPal is the only way you can pay".

Dale Clapperton, chair of the online users' lobby group Electronic Frontiers Australia, said pushing sellers on to PayPal was "blatant profiteering" since eBay earned fees from each transaction.

"It's bad enough that eBay forces all sellers to accept payments via PayPal, whether they want to or not," said Clapperton.

"It's worse that they don't allow sellers to charge extra to recover the fees which PayPal charge them. Refusing to allow sellers to say that they prefer another payment method looks like blatant profiteering."

Phil Leahy, president of the Professional eBay Sellers Alliance, said his members, who are large high-volume sellers, did not mind using PayPal because it integrated well into their existing systems, reducing labour costs, and streamlining the buying experience.

But he said small and medium sellers were feeling the pinch.

"There is definitely a push going on towards pushing everyone through PayPal ... it's not good and great for everybody," said Leahy.

eBay spokesman Daniel Feiler denied the site was strong-arming users into using PayPal.

"We've had the discouragement policy for a long time now and the reason for that is because, initially, that was put in place to just stop people trying to push on to other people unsafe payment methods like Western Union," he said. (*** see my footnote)

Feiler would not comment on individual circumstances but did not deny that eBay was contacting buyers advising them not to deal with sellers who state in their description they prefer being paid through bank deposit.

He said the company still believed PayPal was the safest method of payment - despite the ACCC's findings - and "it wouldn't be responsible for us not to encourage people to pay with the safer payment method".


*** The primary disadvantage to using direct "cash" methods is that it requires little or no accountability, to identify the recipient of the money. 

If the seller is dishonest, if you send them money, they take it, and there is no real way to trace it....

But here is where the case put forward by
Daniel Feiler falls on it's arse.

Bank accounts and other REAL financial insitutions DO require ID to establish accounts and they ARE required to be accountable when things go wrong.

Paypal however isn't a "real financial institution" and it's neither regulated as the banks are, and they are not "lawfully" held accountable for  fraud in terms of "illegitimate sellers or buyers" - AND neither will Ebay and Paypal accept accountability for their own wrong doing, including internal fraud, and unjust or improper investigations, decisions and actions - or as is often the case, their complete lack of any action and the total absence of any accoutability.

And Ebay and Paypal DO STEAL enormous amounts of peoples money - by taking money that doesn't belong to them, taking money from their REAL bank accounts, doing double - no make the quadruple dipping on the fees - including fiddling the exhange rates - to their advantage...

And they Ebay and Paypal DO steal money from peoples accounts, by FREEZING their accounts,
they make no effort to return it - and then when people just give up trying to get it back...  The management of Ebay and Paypal they keep the money they have stolen from the PAYPAL account holders...

In terms of security and value for money, Ebay and Paypal are the least safe, they provide the worst customer service,  and are the most expensive way to buy and sell  on Ebay.

Their policies are so filled with scams and loopholes - When things do go wrong on Ebay - with Paypal -
