I read this bit:
PayPal Inc., the online payment processor owned by EBay Inc., agreed to work with Australia’s financial crimes regulator after the agency found it wasn’t compliant with reporting standards to prevent money laundering.
My first question is "Why have the management of Ebay / Paypal been failing to comply for so long, with the requirments to monitor and report money laundering activites?"

But the Ever Enlightened Dr J., picked up this point:
(PS: A slash is never set off with spaces: "eBay/Paypal" is correct usage.)
So I explained this to him:

Ebay / Paypal goes like this:
OK so Ebay / Paypal is correct.
