It's teeming down in old Melbourne town. The rain is pounding out of the heavens. Torrents of water are rushing down the streets. We are awash in aqua pura. Yet so much of it is going to waste, emptying into the drains and running out to sea. When are we going to harvest this precious resource? When will rainwater tanks become mandatory, rather than an expensive acccessory gained only after tortuous bureaucratic procedures?
